1) The President must Sign personally a congressional “Bill”
2) The President must Sign a specific directive, like a Power of Attorney enumerating each empowerment specifically.
3) The President must be in the room and cognizantly attending “Significant” signings by other means.

It’s a free country but this whole things is a waste of time to dissect.

Tying to nitpick ways to undo what the last president did is not productive and will lose elections. Trump, and his followers, should focus on dealing with the economy and the social issues that got him elected.

Do you even conceive the problem when the one elected isn’t the one manning the decisions?

We have no idea who was making decisions that affect us.
