It's the difference in philosophy of career government pols and bureaucrats that want a command and control economy and a career businessman that succeeds by negotiating good deals and operating efficiently in order to turn a profit. Command and control says EVs are good and we'll throw as much money around as we can find to make them viable. Career business guys start by raising capital and trying to work within the constraints of the budget. The career types were/are never going to agree to operate in the way businesses operate. Their power and influence is much easier to obtain with unlimited access to the people's treasure.
