They don't even hide it anymore. Gavin Newsom has already said California will have 3 million more voters in November than the state has registered voters. California has a law that only citizens can vote in federal elections, but the state allows non citizens to vote in local elections by allowing non citizens to register with their drivers license. Evidently the state has no way to enforce the law on the federal elections. Very convenient.
