I want to know the rules of engagement. Why a drone was not deployed before Trump came out. Why was Trump allowed to stay at the podium without being surrounded as soon as it was reported to LE that a shooter was possibly taking a shooting position.

1) both guys could have shot the assassin before he fired and did not. Why?
2) the background sniper actually ducked for cover when the bullets started flying. I’d probably terminate both.

When you see a guy unload a rifle, and point it at a crowd, you pull the trigger. That’s it. You don’t wait for approval, you don’t wait for anything, you kill him.
