We're talking about tiers with 40 teams a piece. Something like...
Tier 1. UGA to Kansas
Tier 2. WVU to San Diego St
Tier 3. Vandy to Southern Miss
Tier 4. So Dakota St to Sacramento St
Tier 5. Weber St to Charleston So and on and on...
You get the idea. Make the top tier feel elite. Make the top tier feel exclusive but big enough to have a wide range of teams, and clear separation from historical bluebloods to the bottom of the top division.
But that 70/10 BS is for the birds. It's clearly about saving the hides of some connected/historic/influential bottom feeders... and there is nothing SUPER-LEAGUE about having 70 teams.
