He was asked if he thought he had brought competency back to the White House which was one of his camping promises, he blames Trump and then literally babbles for six minutes and goes way off the trail, it is bizarre like he is campaigning instead of answering questions at a press conference, he also repeated something they know is a lie about the Haitians being whipped, anyone who believes a word from this guys mouth either doesn't care that he is lying or is cognitively impaired, the guy that took the picture that started all this had to come and say no one was being whipped
