If nothing else the shooter knew he was spotted and had to rush to get off shots. Had the local cops not climbed up on the roof to investigate, the shooter might have taken more time and got off an accurate shot.
You could argue that the local cop should have taken him out, but think about climbing up on the roof on your partners shoulders only to have someone point a rifle at you point blank. I assume that they immediately sent out a warning by radio and that might be why the SS sniper was pointing in that direction.
