NCAA rule question targeting

If you get called for a targeting call in the second half of a bowl game and come back to school next year does the rule spill over to the next year for the first game?

Yes...should carry over I suppose...

I also think offsetting unsportsmanlike conduct penalties the two players should have to sit out 3 consecutive plays of there position since there really is no penalty for it except the play doesn't count...
