We know the Ukraine has widely been believed to have been a pit of corruption and money laundering country used by pols. We know the Bidens were neck deep in the corruption and demanded the firing or a prosecutor that was investigating the corrupt Burisma. We know Victoria Nuland was a player and was less than truthful during testimony about the firing of the prosecutor. Hell, the defense of USAID today is focused on the role it plays in promoting American influence internationally - a big part of that influence are things like the "protection of human rights", which is geared around political organization against "bad governments" within a country.
Now I think the traditional RFK-Tucker-etc. narrative about EuroMaidan is overly simplistic (the regime wasn't "neutral", for example, it was Russian-aligned.) But the underlying notion that USAID has been a key tool for promoting color revolution is absolutely true, and the real debate is whether or not that is a good thing or a bad thing.
So while interprertation can differ, the general outline should be accepted as an illustration for USAID in practice.
Example, here are Pro-Ukraine folks point to USAID assistance as being vital to EuroMaidan's success:
