Some 90,000 asylum seekers have entered New York City since late spring following the expiration of a Trump-era policy that allowed federal agents to turn away more applicants at the border. The city responded to the influx in May with a plan to transport willing migrants to different parts of the state due to a housing shortage.

More than 30 counties and local governments have issued emergency declarations in an attempt to keep out asylum seekers and penalize businesses working to house them within jurisdiction lines without county approval. This includes neighboring Fulton, Saratoga and Schoharie counties.
