Pentagon fails to send ballots out to active military? Can this be real?

This story makes no sense. I've been a voting rep several times in my military career both stateside and overseas. It's each military members duty to request a ballot from their state voting office not the DoD. I had to make face to face contact with everyone in my squadron to let them know when each states deadline for requesting absentee ballots and send out monthly email reminders.
And as a backup there is a federal absentee ballot that can be used but it's online...you just download it and send it in.
