Watermarks would be a big step backward in ballot paper security. We have a lot better options available, that cannot be as easily duplicated. You're also going to need a federal law requiring ballots to be printed on security paper, and disqualify all that are not.

As an example, here in Maricopa County there is a rule on the books that all ballots are to printed on a certain spec security paper (Rolland VoteSecur© paper, 80-100# stock). But there is no process in place to verify that ballots are on the correct paper stock and there is no law that would disqualify ballots printed on the wrong paper if they were found (and they have been found).
