How glorious would it be if that person ran against and beat Kamala Harris?
Without any commentary about qualification, I think Nicole Shanahan would have a better shot as a Trump-aligned independent than any Republican.
What about Kevin McCarthy? Some see him as a RINO, but he may be able to put together a majority vote.
I would never predict a Pub victory in a Cali statewide election but I have to think this fire clusterboink has to have opened a lot of eyes. When you look at the fact that maintaining forest isn't a mystery and guys like Maher are complaining about paying 13% in state income taxes and they can't clear underbrush, build firebreaks and keep enough water flowing into SoCal to keep reservoirs full even though there is plenty of water available, I have to think a lot of formerly yellow dog dems will be questioning their allegiance.
McCarthy would raise a ton of money and fail to make it out of the jungle primary.
I think what you've outlined is a path to a Democrat losing the governorship. But I think a Trump-aligned independent would be better advantaged to take advantage of that soil than a Republican if they can meet a certain baseline in terms of competency and fundraising.
I don't think that's her plan right now. She's joining a NY lawfirm.
The favorite right now is Katie Porter, who is a caricature of an obnoxious white woman. She was in Congress until she lost to pencil neck for the senate.
Grinnell would be outstanding but those voters will get another utopian with more vision than ability.

She knows she can't win any type of national campaign, so winning the California governor's race would not be a springboard to any higher office.

She’s been exposed as a supremely un-talented but famous politician. I don’t think she can win any race. Books, speeches, and movies deals. And better do it now while you are still famous. She is done politically.
