A better analysis is that Rubio is very good at translating Trump foreign policy into traditional beltway language for traditional institutions. He speaks like you expect a Secretary of State to sound like, even with a radical shift in policy.

I'm glad that anyone who expected Rubio to sabotage the elected president is disappointed, because that would be quite concerning for our democracy.
