Assume almost everyone is guilty of something (because most are). Sorry clean programs. Grant everyone asylum for past transgressions. You're not going to fix the past, you can only clean up the future. Going forward, every coach's contract will have wording to the effect that if any impropriety comes up under their watch, they are fired immediately along with the AD. I know they already do, but make it mean something and have steps in place to monitor it. Every player and guardian must agree that their tax returns can be audited. A watch dog committee will be formed to oversee the sport. Also, I know it's the NBA that must do this, but, get rid of the one and done.
My point of all this is that the culture must change going forward and the fear of God must be planted in everyone that they can't cheat.
