Make no mistake, the congressmen, women and otherwise fully understand the power of the purse but ceded power to the bureaucratic/administrative staff for a reason. It's why we have so many onerous regulations, often times contradictory, coming from bureaucrats that have no experience in the area they regulate and aren't accountable to voters. So, if you're a representative that is cool with getting reelected, attending all the right parties and getting paid directly or indirectly by lobbyist, you say what your constituents what to hear, blame the creep to authoritarianism on the competition or the regulators and pretend you're fighting for the people without using your most powerful weapon. I know the lefties don't like hearing it's a rigged game but what they don't realize is it's rigged against them as well.
