SSN numbers are not unique $ Graft & Voting issues

When I was breaking in to IT in the 70s worked at Loyd Nolan Hospital in Atlanta.
A guy in the accounting department got a hold of SSN numbers of folks who died but were on social security. His retirement plan was to anonymously establish fictitious bank accounts in non-Georgia banks and continue receiving SSN payments in those accounts.
Then at some point later, he would transfer the funds to one fictitious account and cash it out. Then anonymously notify the banks that the owner of the account(s) had died and they should return any future $ to the Govt.
 
Immigrant workers often used the same SSN. They paid taxes but were never going to collect
