wire fraud and just plain ol' fraud. The "victims" or damaged parties are the Universities involved. In most cases the feds are charging fraud because the money that changed hands ended up causing the schools damage due to having to forfit championships and fines and other losses.The perps procured the players for the schools knowing if the details came to light the school would be basically screwed. A significant portion of these transactions were inter-state, hence the FBI.
