Because they cant aford Kelly or kiffen plus off campus stadium. Not a whole lot of recourses like a state school.

Before Jimmy Johnson took over Miami was like most programs. He is the one who let the players run wild, he later did the same in Dallas.
When Richt was there they had a classy HC and some outstanding people like Jim Kelly.
Really they haven't been Thug-U in a long time either.

Nope, Schnellenberger Said screw it and recruited the hoods and ghettos of Dade and Broward counties instead of a the prior mix of yankee kids. The Pacific and Big 10 had been recruiting the area heavily before. Howard just opened the flood gates to many kids that had gang and other background problems. They could play ball and unlike the other conferences, there was now heavy concentrations of screw ups that could ball in one place. Not to mention mountains of drugs... USC is very similar, remarkably really just LA instead of miami.
