There is no way in hell that will hold up under a court challenge....
All cash (except coins) says "This note is legal tender for all debts public and private". Issuing currency is a Constitutionally defined role of the Federal Government, so no State can trump that and say it isn't "legal tender" in any particular transaction.
And no where does it say that Jindal ever signed the bill.
