Will the process be fair to small schools with a 12 team playoff ?

It gives them a shot, as the top 6 conference champs get in. So there will always be 1 or 2 second tier conference champions in the playoff.

It might give them too much of a shot. I would think they would have a limit on how low a conference champ could be ranked and still get in. If you aren't in the top 20, you probably shouldn't be in, just add another ranked team.
 
No more than one at a time, this is for the real big money. They’ll pick 13th ranked Louisville or Boston College over Montana or Boise.
 
They had zero shot before. Even a controversial number 13 squad left out is light years better than a 4 team vote-in with no official credence given to conference champs.

I suspect that every year we will get a non power 5. And even if not, every really good team is gonna feel like they have a legit shot.

it was 100 years late, but we finally got it close to right.
