No, it has to do with the state's requirement for proof of citizenship when obtaining a driver's license in Maricopa County. There are about 100,000 whose licenses were renewed starting in 2005 without additional proof of citizenship or legal status. Prior to 1996, there was no proof of citizenship or legal status required to get an Arizona driver's license. Up until very recently, a license was good for 25 years (crazy, I know). The percentage of illegals who might have been registered to vote based on driver's license before 2005 is unknown, but not expected to be a large number.

This has nothing at all to do with the current case of federal agencies registering voters in Arizona with no proof of citizenship over the past few years.
