This website seems to be a good place to search for web development or design companies based on location, special services (like SEO), review, ranking, cost, etc: Web development companies that do SEO in the US
I've worked with a few (as a corporate customer) in the SF Bay Area, but the rates they charge work out to $150 per hour and up. I was able to find them on the techbehemoths.com website I linked so it's probably a good starting point. As to individuals who freelance or consult I don't currently know of any.
