Message board lawyers Advice Needed

My son was riding his bike today and t-boned a car running into their passenger door. He was riding through a cross walk when the accident occurred and was sited as responsible by the police. Does the other vehicle have any responsibility to stop for a bike crossing? The speed limit was only 15 miles per hour which makes me think the driver had to be speeding to not be able to break in time. The driver was super nice and was more concerned with my son’s health than the dent on his car but would much prefer his insurance pay for my sons hospital bills if fault was reversed. Just not clear on the law at a crosswalk with bikers.
