Why isn't NIL controlled?

NIL was always going to be a cluster, but if the NCAA actually enforced the rules this current insanity wouldn't be happening. You are not supposed to be able to offer specific amounts or guarantee money to high school recruits. You are also not (supposedly) allowed to tamper with other teams rosters and induce players to jump ship. However, as we have have seen with Bear Alexander and other players around the country, that's just not the case. This stuff is completely out in the open, so why has the NCAA simply decided not to enforce it? NIL is a negative for the good teams because all your advantages mean nothing if you are out bid. It would seem that it would be in the best interest of Kirby and other top tier coaches to start speaking out. Ideally college football would clean house at the NCAA and replace those morons with people that would 1.) do their jobs 2.) utilize common sense in decision making, and 3.) act with a sense of urgency. Too much to ask from a bunch of lazy bureaucrats

Also, I would love to see national legislation that would put a cap on the amount of NIL payments that can be made. Everybody knows that the millions being handed out have nothing to do with the value of a recruits image and likeness, it is 100% a bribe. Cap the amount at $30,000-$40,000 a player and this all goes away. That is plenty if you're already getting free tuition, books, room, and board.
