If NBC 2016 election results are showing right 30% of the 4.1 million total tally = 1.23 million total black voters. Based on what I’m seeing that’s still currently 230k short of what was a poor 2016 turnout. It’s actually 1% less than 2016 in terms of percentage of the vote (27%)

Your comparisons are faulty because you are comparing real voter data (this year) to subsets of exit poll data from 2016. My information is based on actual voter file data from sources whose job it is to know.
