Some large amount such as $1,000,000 per transfer. The NCAA has no power over the players, but this may make schools think twice about raiding the other schools every year. Also, the old school gets back some of the money it spent developing the player. Obviously, big schools can afford it if they want a player, but it should decrease the amount of transfers.
Some may say, correctly, that this could hurt a kid that wants to go elsewhere for more playing time, etc., and it is really a mutual decision. In that case, the old school can waive the payment.
