Float live shrimp around the mouth of small tributaries and shell beds. The best places seem to be those small tributaries and shell beds that may be kind of shallow (3 - 4 ft) but drop off to deeper water (8 - 12 ft) close by. I try floating shrimp in the shallow water first, then I throw live shrimp on the bottom using a Carolina rig in the deeper water. You may have to move around but you will eventually find the depth they are holding in. Also fish structures like docks or rock piles (rip/rap). Besides live shrimp, I also throw a grub on a 1/4 oz jighead and work it along the bottom. I use these techniques inshore around Cumberland Island and have been catching trout, redfish, flounder, and whiting for years.
