with the difference more than offset by NIL money?
I first was thinking that we could just not give scholarships to key players and instead set them up with a lot of NIL money. However, then they would be walk-ons, not scholarship players. That got me thinking about the 85 scholarship limit. Can we have more than 85 on scholarship if not all of them are on full scholarship? I know they give partial scholarships in other sports.
