Definition of Blue Blood, and is UGA one of them?

I saw something on Social Media the other day that listed Blue Blood programs, and the Dawgs weren't on it. Several replies pointed that out, and the definitions used to justify it were, in my opinion, questionable. Maybe I've been wrong about what makes a "Blue Blood" program.

So, is UGA a Blue Blood? Why? Why Not?
