I am the representative payee for one of my relatives.
We have not filed an income tax return for multiple years because of his limited income. He has been collecting early Social Security income of about 14 thousand, but no other assets.
Now it's time to sign up for Medicare part B but Medicare requires a current tax return to qualify for a plan discount.

Do I open a can of worms by filling a tax return or just let it go?
His plan now is to opt out of plan B if he has to pay a high premium.
