Let's see, we had a POTUS that said he did not have the constitutional authority to act...and he unilaterally acted.
His successor, citing that the program was illegal, tried to end the program but was blocked by the courts.
We now have a fed judge saying the program is illegal but refuses to end the illegal protections.
I don't know what system of government you would call this but it's not a representative republic governed by the rule of law.
