Please educate me. Why does the House settlement not allow "walk-ons"?

I need help understanding why the House settlement can't apply only to a defined number of rostered players while allowing "walk-ons" to also be on the roster by participating outside the boundaries of the House settlement. I guess my biggest disconnect is why an athlete would be told they cannot participate even if they agree to do so without receiving the revenue sharing. This is the very similar arrangement walk-ons have been agreeing to since their inception, correct? I have no doubt athletes would be lining up to play D1 sports without having a hand in the cookie jar. Why stop them from doing so? My apologies if this has already been discussed ad-nauseum. I don't lurk on here as often these days so I get behind from time to time.
