Postseason Ban…explain

Someone please explain to me why the NCAA has a 2 year postseason ban when a school moves up? ex JMU going from FCS to FBS. I could understand a ban if a school went down a classification.

Is it as simple as the NCAA is antiqued and always makes the dumbest decisions?
