I’m waffling between Murray and Fromm taking the top spot. One could argue — somewhat convincingly— that Murray had less talent playing around him compared to Fromm (note: while CMR always recruited well, comparing the recruiting class rankings during Fromm and Murray’s time suggests that Fromm gets the nod here).
But, while Fromm’s win-loss record (24-5) leads Murray’s (16-11), I’m not entirely sure how much we can truly compare a Bobo-run offense with one run by two different OCs in two years during Fromm’s tenure (which says nothing of the possible SoS differences).
If I had to pick, though, I’d go with Murray. He did more with comparatively less if we compare across just three years between both QBs (and, I believe that Murray redshirted one year, too) I’d have Shockley second, with Greene a distant third.
