The ball clearly hits the ground even if Dom had gripped it and had control at the time. His hands weren't under it to prevent it from touching, if that would be even possible with all of his weight eventually coming down on it.

My understanding would be he has to come down and have control of the ball all the way through. He's not down yet here. His weight eventually comes down on the ball. He rolls over as he's trying to corral the ball, but it pops up in the air? Did his hands do it or did the ground? Doesn't matter because he never secured it. Therefore, the ball on the ground makes it incomplete.
