It's in the audio of the debate, but the former US Attorney for the Northern District of Alabama heard the same thing I did.
I disagree with her though that just saying he's going to violate it is a criminal act in and of itself.

He knows what it is, too. He called for John Kerry to be prosecuted under the Logan Act in 2019.
