Merge SEC and ACC (ACC must kick one out to get to 16 teams). Establish upper division and lower division. ACC is lower division in the first year by decree. Play all 15 teams in your division round robin. No out of conference games. No welfare games. No schedule fillers. No bowl games. No SEC Championship game. No participation in CFB playoff. No committees. Everyone plays 15 conference games. That's it. After each season, the bottom 4 in the upper division are relegated. The top 4 in the lower division are promoted. Champion is crowned based on best record in upper division. Two way tie is decided based on head to head. If there are more than three teams with the best record, and it doesn't reduce to one with head to head, then you have co-champions.
If Big 10 and Big 12 likewise adopt the same program, I would not be opposed to a single extra game between the two champions to decide a national champion.
