It has to be illegal to stop high school and middle school kids from benefitting from NIL. Big high schools should do it to build up super rosters. Just mirror what College is doing. Maybe a college and high school can do a joint venture collective together.
Private schools like Woodward have being giving Scholarships to poor kids to get them to come play football. Maybe public schools with wealthy parents can get a collective going.
