A good question would be how crime is reported.
In the year 2000, a shoplifter was charged with a crime. Now they are not. Does that mean that crime is down?

Few to no crimes reported when Portland burned. People were hurt, businesses burned down, police precincts abandoned and looted. Or was that just disorder?
In Atlanta in 1966, a 6 year old could walk around Greenbriar Mall unsupervised because there were plenty of adults around to protect them.
In Atlanta in 2024, you can’t allow your child to ride a bike off the driveway for fear of abduction by adults.
