Because in the recent Putin/Tucker interview, Putin spent the first thirty minutes explaining the historical justification for the invasion, a review that started with regional history in 900 AD. Putin has stated repeatedly that he wants to reconstitute the Russo/Soviet empire. His aims are clear.
Putin also managed to blame Poland's lack of compliance with Nazi demands for Germany's invasion in 1939. That tells us a lot about how Putin views the world and what his expectations are regarding smaller, less powerful countries.
