Yes, but lots of variables here. Depends a lot on the altitude they are flying at and what caliber and type of bullet you would be using. For arguments sake, let's look at the most common 5.56 FMJ round being shot at a drone at 10,000ft it is unlikely to have enough energy left to do much harm but at 1000ft it definitely could.
