Not just those guys ... Gainesville product Blake Sims (5 star guy) led Alabama to the SEC title last year. And Alpharetta product Josh Dobbs (4 star guy) is helping Tennessee revive their program. And since you mentioned Charlie Ward, it is equally fair to mention his Thomasville rival Shawn Jones, who led Georgia Tech to the 1990 national title. And Connor Shaw (4 star dual threat guy from Flowery Branch, although Spurrier didn't put in anything to exploit his dual threat ability so Shaw just improvised) going to South Carolina and leading them to back to back 11-2 seasons as well. So it isn't just that UGA is missing out on these guys. It is that they are helping local competition (FSU, Tennessee, Clemson, Georgia Tech, Auburn, Alabama, South Carolina) build or maintain their programs. Even the schools that UGA rarely plays like FSU, Alabama and Clemson recruit directly against UGA, and having guys like that winning games helps them recruit players at other positions that UGA wants.
By the way, it isn't as if Richt hasn't recruited dual threat QBs. Aaron Murray was a dual threat spread high school QB (who similar to Shaw his skills were never really utilized and the same can be said for D.J. Shockley at UGA) and there was also Logan Gray. It is just that Richt didn't recruit dual threat QBs FROM GEORGIA. An exception: A.J. Bryant was a Richt recruit at QB, but he wound up at WR eventually. However, he was very early in Richt's tenure so he almost certainly was someone that Donnan and his staff had in the pipeline that Richt kept recruiting once he heard about Bryant's 4.2 speed. Which, of course, UGA never really utilized even at WR.
