It was a "White House Official" who immediately downplayed the remark, telling reporters that the president's comments did not signal a policy change. North Korea has been providing a lot of newer, more advanced weaponry. Russia is certainly capable of buying or manufacturing what they need, along with their economic/military partners.And that well could be true.
