I'm betting it has to do with ease of management from the backend IT folks
I'm guessing that whatever forum software and backend database they're using defaults to topic view rather than thread view. If they've got 500 different forums/databases/schemas they have to update having a couple one-offs in there makes management a lot more difficult. It's much easier to automate maintenance if everything is the same. Just my guess.
