Doesn't really say whether both have to be citizens, but it obviously didn't matter with Barack's Dad being a Kenyan, so if it is OK that he was born in Canada then it should be OK that his Dad was Cuban. I don't even know if I agree with the law, but it appears that he is OK under the laws.
You are partly right. The dad being Cuban is irrelevant. But being
born in Canada is a prohibition unless he can get the law changed. In McCain's case, it was different because his dad was in a US territory on a military assignment on a base that is considered US soil legally. I don't think he really wants to win -- just wants to affect the outcome.

Neither Cruz nor Paul could win in a million years. It's a complete waste of time. Cruz just wants to have a hand in contributing to the GOP platform. That and, of course, he loves the attention. Only Pubs who could win the general are Walker, Bush, the Fat Man and maybe Rubio. But, the only ones who in my opinion can win even if the NYT opposes them are Walker and Bush.
