This guy didn't "book a flight". He booked an appointment for entry at a port of entry in at the Mexico/Texas border, specifically eagle pass (not California...). You use this app to schedule an appointment at a port of entry. You are further screened at the port of entry.

Nothing about this video shows anything nefarious...
