Depends on which items you mean. The official media talking points howled about components that had already been passed by the house in previous bills. For example, the bill to fund pediatric cancer research was passed by the House in March. Since then, it has been sitting on Chuck Schumer's desk.

That's how it should be done. Here at the end of the year, Congress should be working on a bill to continue operations. Nothing more. Unrelated items should be in their own bill and be considered on their own merits.
