What could Carter done different on that hit?

I'm watching the replay now and just got tossed... I understand the helmet-to-helmet thing but Carter hit McCrary straight up and he wrapped up. IMO, it looked like a form tackle -- McCrary kinda ducked his head a bit after he threw it as well. Should he have hit McCrary in the knees instead?
