Chinese National Registers and Votes in Michigan

Noncitizen student at the University of Michigan
Registered to vote in Michigan on Sunday, no problem.
Early ballot cast and tabulated on-site, before anything in his registration could be verified.
Vote cannot be removed from the tally after it is tabulated, as all information identifying the voter is separated from the ballot before it is counted.
NOTHING in Michigan's system caught this. It only came to light after the student contacted the county clerk's office trying to get the ballot back.
